Youth Recreation League Volleyball Rules

  • There is NO GRACE PERIOD for the first game of the match. All teams are urged to be at the
    game site at least 15 minutes early. A match will consist of three (3) games.
  • Teams are allowed one (1) timeout, of one‐minute duration, per game.
  • Division A and B teams will use Volley Light balls while Division C, D, E and F teams will use regulation-weight volleyballs.

ROTATION

  • Six (6) players on the court, with a minimum of four (4) players. A sub will be entered to serve after each rotation into the right back position or serving position.
  • Team will rotate each time they win the serve.
  • Players shall rotate in a clockwise manner.

SCORING

  • First two (2) games to 25 points and the last game to 21.
  • Must win by 2 points with a 4 point cap.
  • There will be a point scored on every serve of the ball.
  • Offense will score on a defense miss or out of bounds hit.
  • Defense will score on an offensive miss, out of bounds hit, or serve into the net.

THE SERVE

  • Server must serve from behind the end line. Stepping on or over the end line during service is considered a foot fault. (Applies to Divisions D, E, F only.)
  • Underhand or Overhand: Server may extend their service area to the serving cone. (Division A, B, & C only.) The serving cone for overhand serving will be 5 feet closer to the net than the serving cone for underhand serves. For Division A only, if it is game point for the receiving team the game will not end on a service error by the serving team if the serve is performed overhand. The receiving team will be given serve but not the point.
  • Ball may be served underhand or overhand, but only one hand can contact the ball.
  • Ball must be clearly visible to opponents before serve.
  • Served ball may touch the net and drop to the other side for point.
  • There is a limit of five (5) points per server (Rec Divisions only). After five (5) points have been reached, that team will rotate and will continue to serve.

SUBSTITUTIONS

  • Substitutions will occur before each serve with the incoming player taking the right back position(Rec Divisions only). Comp division substitutions will follow USAV style rules. The libero substitution will be allowed in Division F only.*
  • Teams must start each game with the same line‐up that they finished the previous game. The serving order will start the next game from where it left off in the previous game(Rec Divisions only).
  • * If a game ends and the server has not reached their maximum of 5 serves, they will be allowed to start the next game as the server until they have reach a total of five serves or their serve is broken by the defense. If their team does not start the next game with the serve, then they will remain in the back right position. When it is their teams turn to serve, they will not rotate and the server will continue their serve from where they left off in the previous games. (i.e. If they serve two times in game 1 and win, then they will still have 3 serves left in game 2)

BASIC VIOLATIONS

  • Stepping on or over the line on a serve.
  • Failure to serve the ball over the net successfully.
  • Hitting the ball illegally (Carrying, Palming, Throwing, etc.) It is illegal to catch, hold, or throw the ball
  • Touches of the net with any part of the body while the ball is in play (ponytails not included).
  • If the ball is driven into the net with such force that it causes the net to contact an opposing player or of the wind causes the net to touch a player, no foul will be called, and the ball shall continue to be in play.
  • A player may cross the center line under the net as long as it does not interfere with the opposing team from playing the ball.
  • A ball is “out” if it hits…
    • an antennae,
    • the sand completely outside the court, (The line is in)
    • any of the net or cables outside the antennae,
    • the referee stand or pole.

Safety and Forbidden Objects

  • 4.5 Forbidden Objects
    • 4.5.1 It is forbidden to wear hats or casts (even if padded). Braces, jewelry, prosthetic limbs or other headgear that may cause an injury or give an artificial advantage to the player must not be worn.
    • A junior volleyball athlete participating in a junior event may not wear jewelry. An exception will be made for religious or medical medallions that are removed from chains and taped or sewn under the uniform.
    • 4.5.2 Players may wear glasses or lenses at their own risk.
